I'm not sure that would not be a violation of the Service Contract that reads (in part):
By creating an account, you warrant and confirm the following:
1. you have all necessary legal capacity under the laws of the state of your residence to enter this Service Agreement;
2. you are who you say you are;
3. you reside in the state to which you have asked deCODE to ship the Genetic Scan sample kit;
etc.
It seems to me that there would be no possible way to control sample submission from donors in the prohibitive states to ship elsewhere, creating a deCODE account to circumvent the issue.
