Maybe I misread?

Are they specifically banning testing for genes that carry medical risks, or
calculating glitzy but useless scores of "genetic risks"? Latter probably
a good idea, except I'm quite startled if ten states have already thought of
it, given that as far as I know, no such scores have yet been issued, by
anyone. That would come under consumer protection. There is no way to
take a partial look at several genes and give a reliable numerical
assessment of your risk. Your doctor would take environmental factors and
personal health history into account. My doctors pay attention to what
runs in my family, and to how many lines of my family particular things,
like the tendency to die of strokes and heart disease, run in. If you know
you have one gene for insulin resistance or ten of them, your common sense
is a better method of assessing what that means in terms of your risk than a
numerical score! And there's not enough known about when and why those
genes cause illness to issue reliable numerical scores of risk!
