Yes, and it is possible that the same RecLOH affected DYS459 also.
I'd probably count the GD as 4, but that doesn't help you much since
the GD=4 or GD=5 cases are both somewhat inconclusive. Not close
enough to demonstrate (on DNA alone) a close relationship, but not
far enough apart to rule out such a relationship.
That said, I would personally be encouraged by such a match with the
same surname and would try to leverage any genealogical synergies
with the other Lane family.
