Laura,

Maybe a little break down might help.

Men who match at 12 markers are related, but not within the time frame of the use of surnames.

That is why you have matches that break apart at the next test level.

The more markers tested and match the closer the relationship to the use of surnames, as long as they are the same haplogroup.

Lets say at 37 markers you have one who matches "A". one who is 10 markers difference from "A". all three are related but the one 10 markers off is not related within the time frame of the use of surnames. (So 10 markers off is not considered related for genealogical purposes.)
