Matches at low levels (12 or 25 markers) can be mere coincidence, especially if
those matches are in other surnames. Yes, you're related, but so far back it's
not genealogically relevant (we're all related if you go back far enough). I
use this table to help give my members some perspective on what levels of
matching mean:

I have seen a 12/12 match turn into a 23/25 match, then drop to a 28/37 match.
>From a practical standpoint, I see 37 markers as the useful minimum,
*especially* for haplogroup R1b. You can prove non-relationship with 12, but
I'm not confident of relationship without testing at least 37 markers, not
unless the haplotype and surname are both rare.
