How common are three recorded values at DYS459?

A member of the Irish Type III cluster has been tested at Ancestry.com and his results have been reported as:-
DYS459=8,8,9
DYS464=13,13,13,15,17,17

What are the chances that these are over-zealous reading of the peaks?
Modal for the cluster are:-
DYS459=8,9
DYS464=13,13,15,17

Ysearch does not even allow the reporting of a third DYS459 result.
