1) You correctly point out that, according to the article, the test results
are now on the baby's health insurance records, because health insurance
paid for the test.

2) The state stores not only the test results but the actual DNA sample
itself, and may run who-knows-what additional tests at a later time. The
very convenience of having millions of citizen DNA samples at the state's
beck-and-call is an almost irresistible temptation to overt or covert abuse.
