Yes, there is a very active project which was renamed, given the name
changing you mention, to "E-M35". I can thoroughly recommend it!

E3b is an old name of E1b1b1 (E-M35). E1b1b1a2 is E-V13, which is the most
common branch in Europe by a pretty large margin.

I have a new participant in my surname project who is not given an estimated
haplogroup by FTDNA, however his closest matches on Y-Search (2 exact 12
marker matches) are haplogroup E1b1b1a2 .

Was that haplogroup once was called E3b?

Is there currently an E haplogroup Project which I can refer him to for
further information? The only one I found was an E3b project.
