Also, when you register your surname with the Guild of One-Name Studies, FTDNA will add a blue Guild emblem beside the name of your project on the FTDNA Surname Search Results.  Here is a link so you can see what I mean:   http://www.familytreedna.com/surname-search-results.aspx?sType=eq&Searchname2=phillips

If your surname has already been registered, then of course you can't do this.  However, the person who has already registered your surname as a one-name study might be willing to work with you.

Are you saying that a DNA project can be registered separate and apart
