Correct. I had found this explanation that you gave on the topic: http://archiver.rootsweb.ancestry.com/th/read/Y-DNA-HAPLOGROUP-I/2007-12/1197721008

9 at 511 is the norm for I1-AS (generic) as well. But as you'd said it could indicate T2, I started to doubt myself.

This is a much needed complimentary explanation: http://newsarch.rootsweb.com/th/read/GENEALOGY-DNA/2006-07/1152204747

So, consolidating:
7-9, 14,23,13-14, 9 at DYS 459, 19,390,385, 511 and DYS462 = 12.

Honestly, I have been using 21, 21 at YCAIIa,b to separate all of my matches. It seems logical to me that we (the 21, 21 group) would share a MRCA before we join the AS (generic) group toward everyone's MRCA. There is a group of Hamiltons, Frames, Gonzalez and Gomes in this situation, among a few others. A node, would you call it?

Thanks,
Aaron Torres
