The paper found that about 4% of the genome of modern non-Africans
matched the Neanderthal draft genome but did not match the modern
Africans.
"The data suggest that between 1 and 4% of the genomes of people in
Eurasia are derived from Neandertals." Greene et al. 2010
The source paper is specifically one the Neanderthal genome: the
scientists, while possibly wrong - as scientist can always be - were
not just making it up.
