Like many large companies USPS management is cutting customer service although service is what it deals in, not products. Service is still in the name, last I looked. The primary oversight over the USPS is the OIG - Office of the Inspector General - for both managerial and employee fraud. But they have too many fish to fry and some big ones. Recently they issued a report that the USPS overpaid the prefunding of retirement healthcare benefits and workmen's compensation benefits by 141 billion over 10 years. That's billions, not millions. Like healthcare reform, postal reform will be difficult. Much domestic express mail is late recently, with the sender entitled to a refund. Apply for it, although you may well be told that a good faith attempt was made to deliver before the deadline. The USPS is still a good way to send DNA samples, but it could be better.

She did make a record of my complaint. However, she said directly: "You
can't prove that."
