PAKR2 says L(tested) in Ysearch, but we know what (tested) usually means in
Ysearch --- it has nothing to do with a key snp test having been done.
So do you believe this is an L haplogroup by similarity to someone's L
collection or what? Where is the hotspot on earth for haplogroup L?

They are almost certainly L. The more complete haplotype from YHRD is, in
FTDNA order:
11 23 15 10 13-16 .. .. 12 13 12 30
This haplotype has near-matches (GD of 1) 2SNZR and PAKR2 of Turkey. The
latter is explicitly haplogroup L.
At a GD of 2 are EKBPJ of Greece and 9FDGB of France. The former is
explicitly L.
