Dwight, I'm sure your hunch is correct. They want YOU.
There's a trick you can sometimes use in cases of projects not using FTDNA's site: insert their surname into the standard URL
http://www.familytreedna.com/public/Gaskill/default.aspx?section=yresults
You CAN see the current project results

I was chagrined to see that the Gaskill Surname Project at FamilyTreeDNA (
http://www.familytreedna.com/group-join.aspx?Group=Gaskill) has only 10
members and - more critically - is moribund, as it has no administrator and
currently no website (it's an off-site web URL that is a dead link). I
wrote FamilyTreeDNA and they said:
"Hello, Thank you for your email. The group administrator for that project
is no longer active, so the project has not been updated. We are currently
looking for a replacement administrator to take over.
...
I'm curious - I suspect that "We are looking for a replacement admin" means
"if somebody volunteers, they can have the job," and nothing more than
that. Can anyone contradict my hunch??
One obvious downside to an off-site website is that if it is neglected (and
domain fees are not renewed) the site goes dead. If it were on FTDNA's
site, even though inactive at least we could see the information for the 10
Gaskill members!
