I just returned home from a session of reading the 12 fiche included in the
"1796 Spinning Wheel Survey", otherwise known as " The Premium Entitlement
Lists of the Trustees of the Linen and Hempen Manufacturers of Ireland."

All counties EXCEPT Dublin and Wicklow are represented. Names (male) are
listed alphabetically with county and parish or barony identification.
Counties in Ulster are predominant. These are individuals who received a
spinning wheel for growing flax or hemp on their land. Co. Leitrim was
issued 2146 spinning wheels.
If you're not in a great rush, I'll be willing to do lookups. ( I
probably won't be able to
return to the genealogical society center for at least a few weeks.)
