Hello,
Mortlock Is. were indeed part of German New Guinea, were then better known
as Tauu- or Marken Islands.
I have a list of European residents in GNG, but no Highley is listed there.
My list is surely far from complete, but, AFAIK there is no official
registry ??
I will post a request in the newsletter of the collectors of German Colonial
stamps - perhaps someone has read the name. This will take time, though.
