Most people appear to enter Baltimore as the county, although
Baltimore County and Baltimore City are two completely separate
legal entities with two completely separate and non-overlapping
records DURING CERTAIN TIME PERIODS, including today. (G)
You also find a lot of those in Virginia, where they're called
Independent Cities.
You need to be DEEPLY familiar with the city/town history; in
those periods when it was in fact part of a county, you enter
that county; for those periods when it wasn't part of the county,
I'm using none in that field. (and typed all lower case). The
object is, presumably, to tell people where to look for the
records (g).
