They are postal coupons one may purchase
at most US Post offices (they were 75 cents
eaxh last I bought somewhile ago) which one
can send with requests for information in the
hopes they will encourage the receivers to
respond by shareing the possible postal costs
they will be faced with. They can redemn the
coupons for postage stamps at their postal
offices.
Because the requested material may include
several photocopies, etc., I generaly send
two or three to add encourgement for response.
I have only had them returned unused once; by
the government Department of Genealogy in Osis,
France (but I would send them again should the
occussion arise just in case a little useful sweetening helped 8-)
