This is not a real "uncommon" problem, as there are numerous
different cases of need for a "Delayed" birth certificate!!!!! Back
in 1963 (when I was 16) my father made me drive with him from Los
Angeles CA. to Pittsburg PA. in order to check records on himself,
his parents and brother and sister, so that we could start the
family genealogy.
While there, he found out that he had been born "at home" and
the physician had NOT turned in his "birth data" to the county/
state. He was "kind of upset" at the fact that he did not have a
birth certificate available to him, BUT was told that as long as he
could supply at least two (2) items with a date of birth or age on
them, they would give him a "Delayed" birth certificate!!!!! He
pulled out of his wallet his California Drivers License as the first
piece!! He went through ALL his pockets for a second one they would
"accept" before he found a copy of his 1945 U.S. Army discharge
papers!! I could not believe that he had ACTUALLY "kept" his
discharge papers for 15 year IN HIS POCKET, but my Dad had!!!!! Not
only that, my father is now 77 years old AND HE STILL CARRIES A COPY
OF HIS DISCHARGE PAPERS!!!!!
Anyway, if you can supply them with some "official" documents
from a governmental agency that has taken your word for your
birthday, then there is no reason that the State of Washington
should not accept that date also!! What about all the records that
have been burned when buildings went up in smoke!! There has to be
other records "accepted" as substantiation for the dates!!!!!
By the way, I am in the Portland Metro Area also!!!!!
