No, they cannot. Largely because, the INS no longer exists under
that name.

Yes, I *know* it's a nit, but someone had to pick it.

The same group of workers is now split (like Gaul) into three parts.
The Citizenship and Immigrations Services third *should* have
custody of the naturalization records (if the naturalization was
done under the INS Courts). I think. Whether the passenger lists
fall under Inspections or Enforcement, I dunno. Can't even guess.

If the Naturalization was prior to 1906, INS never had 'em. If it
was between '06 and what, 80?, NARA should have a copy.
