I had referenced a City of Philadelphia page as one of my sources --
it was stable for several years, but six months ago they changed
their site and the page has moved.

Having the date enables the Webmaster to note that the page
references an older version of the website, and not the current
version. The webmaster can then consult the changelog to provide a
current URL for the information.
