Try Gemeindeverwaltung (town) for Solingen. If that doesn't work, it is a
larger city. Use Stadtverwaltung. The office that handles the birth,
marriage, and death records is known as the Standesamt. Scroll down the list
of addresses for that listing. If it isn't a separate listing, just use the
main address. It is explained at the site.
