This is plural: inscriptions

In this context, "Offerent" is a person bringing an offering to the
church. So the title the original poster wanted to translate means:
"Inscriptions on early Christian mosaic floors in Venice [or the
province of Veneto] and Istria, made by people bringing offerings".
