Emma,
I was aware of a library issuing cards only to those who qualify for
'registered patron' status.
BUT based on this, if a mail application was submitted, with a copy of
photo ID, maybe a copy of utility bill, all to establish residency
within the library's 'district', and a card was mailed to that
identified address of record, I can foresee no problems with
compliance with the library's contract.
It's the fact that one HAS to show up in person, with the photo ID in
hand, for comparison/verification before the card is handed over, that
the individual present in the library, is in fact the person on the
ID/application. THAT requirement, I believe is for government
benefit/demand.
