It would seem to me some arrangement could be made for elderly and/or
disabled researchers to have library cards if a group could petition
the city officials to allow the libraries over which they have
jurisdiction to accept a written application for ea. person wanting a
library card. One individual could be responsible for taking all the
properly completed forms, including a picture of acceptable ID, to
the library and in turn, the library could mail the card to each one.

We can vote by mail and it would seem the libraries could handle
requests for their library cards. Perhaps a system of check between
voter registrations and people using the offsite library facilities
could be instigated.
