Joan,

Here in CA, at least, the libraries are run by the county or city. In most cases you have to be a resident of THAT county or city. Alameda County allows anyone living, working or attending school in CA to have a card. The catch, as it were, you have to show up in person to get that card.

Also the small town I live in doesn't have ancestry or HeritageQuest. We are part of the Sacramento system, but another lister informs me Sac doesn't have them either.

There is a library and hour away that has them, but I need to check their residency policy.
