Yes, the list from eon includes libraries which have some kind of Proquest
databases, not necessarily and not usually identical to what we had and in
the SF Bay Area most have the archival NY Times only and a database of many
papers that do not cover archival years. It is very frustrating to find a
complete replacement. Genealogy does not seem a priority for libraries.
I'm going to write all of them. As has been mentioned here, California
libraries issue cards to all state residents regardless of where they live,
but when I checked the SF, Berkeley, Alameda Co, Contra Costa Co libraries
which are convenient for me in going to them personally and getting a card
their ProQuest databases were different, tailor-made for libraries and
general research, not genealogical. Bah Humbug.
