The clasp was the bar to the medal and was awarded to those who had served
under enemy fire between the outbreak of the war and 22 November 1914. A
silver rose emblem was awarded to those who had received the bar and was
worn on the ribbon when just that was worn and not the actual star itself.
It is difficult to say what the numbers are without having seen the medal
index card in question, but I would say that they are probably the issue
voucher / docket number.
