This is covered by King's Regulations For The Army (1/8/14 update) paragraph
333(iv) "Special Instructions" (Army Order 340 of 1913). - The simple answer
is "yes", though there were of course various conditions and provisos -
under certain circumstances the transfer could also be made the other way
round and the elder brother could transfer to the younger brother's unit.
