My take on this entry is that he just reverts downward in rank,
relinquishing the rank of Acting Captain, since as he is no longer
employed as such.

I would expect to find a further entry for him when he leaves the Army,
perhaps something like:

"The undermentioned temp. Lts. relinquish
their commns.: —"

"The undermentioned temp. Lts. relinquish
their commns. on ceasing to be empld.,
and retain the rank of Lt.: —"

"Temp. Lt. D. R. Dobson relinquishes his
commn. on account of ill-health, llth Mar.
1919, and retains the rank of Lt."
