Subject: [WW1] Details on Naval Medal Roll

Hello everyone
I started my military research today with a trip to the National
Archives. Wow! You could spend years in there just browsing.
I found my great-uncle's naval service record, and his entry in the Roll
of Naval War Medals. The latter showed that his campaign medals were
issued to his widow, and the remarks column said "IC 19214/1917". 1917
was the year he was killed.
The Information Leaflet's explanation of such remarks said "IC1000/1914
etc. = refers to relevant N.L. (Wills paper)". I guessed that IC might
mean Index Card, and NL might mean Navy List. I searched the appropriate
Navy List but could see no reference to deaths, or anything likely to
correspond to the number 19214.
I spoke to 3 members of the Research Enquiries team (including the
author of the book on tracing your naval ancestors), but no-one could
enlighten me.
Has anyone come across this before? Or would anyone like to make any
suggestions / guesses as to what it might mean?
