Art. 1857 of KR & AI ie for RN & RM personnel advises that:

"Birth or Death.-On the birth of a child or the death of a person on
board any of His Majesty's ships, the Captain is to record in the log
book the particulars of such birth or death, as directed on form S.
544, and as soon as convenient shall send form 544, duly completed, to
the Registrar-General concerned. "

So everything points to this being a death in the Merchant Service ;
the only doubt that lingers in my mind is the mention of an official
number - you don't provide a date, so perhaps if the death occurred
during WWI it could be for someone serving on a merchant vessel
requisitioned by the Admiralty, but from the few samples of numbers
I've got for this period doesn't really match this number.

AFAIK Siris is not a RN vessel, (Sirius yes,) but I haven't got an
index for vessels hired or leased etc. by the Admiralty during war
time. I would suggest you ask your question on the mariners list
where there are people who might be able to answer your query:
