This my own very loose simplified interpretation. CT state law allows
public access to records up 'til about 1900; however, it also allows
towns that don't have the facilities to separate old from more recent
records to require membership in a registered genealogical society for
access. This is a compromise so that the more recent records are
protected from unauthorized access & perhaps unscrupulous use of
information about living people.
