Welcome Shannon,
Since you feel Oscar was born in Mineral Point,WI, I am sending you
the address of the Area Research Center for that part of the state. It
encompasses several counties, so if he was born nearby, they will find him.
This center is the regional depository for the State Historical and State
Genealogical Societies and can start you out with US and State Census
returns for the family that will varify residence, family members names,
ages, and time living in that place. They can then send you the information
from civil birth records, marriage and death records concerning thoses
people you request. There also may be probate records, military pension
records, plat and land ownership information, and Nationalization records
that will give the immigration year, port of entry, and emigration country.
Since stored information varies in each center, they will be able to give
you an idea of what else they can provide you with. That could include
entries in the city directories (which will give family members names, jobs,
and living address), books published that have family history, old business
records (to varify employment, type of job, or ownership), and various other
things. So if you do not connect with someone directly researching the
family, this may be a good alternative for you. If you know their religious
affiliation, you may also want to check with their local church once you
have established the time and place of their residence. Hope this helps, Rita
