Information from a pedigree of Halsey family indicates that Robert Halsey was married to Dorothy Downes, and lived in the Parsonage of Great Gaddesden, Hertfordshire, UK, as the Rector from 1596 until 1619. His father is shown as William Halsey, also of the Parsonage at Gt, Gaddesden, and Robert succeeded him as Rector on his death. Robert's eldest son, William, succeeded him in 1619. Nothing on the pedigree refers to James, but other information states that Robert had children James, Thomas and Dorothy, as well as William. I can't comment on a possible emigration to US by this James as there was more than one Halsey family in Hertfordshire at that time.
