I've since noticed that the 1880 census for Samuel's & Susanah's
family shows an "Omar Miller" living with them and gives his
relationship as a nephew and age 3.

We don't show any of Samuel's siblings marrying a Miller, but we
still don't have a husband or any later details for Ruth. The
relationship could also be on Susanah's side (which I'm not
researching).
