I have Hooper's in that area and in that same time period. I do not have a William but that doesn't mean anything.

Robert HOOPER born abt 1772 Devonport married Catherine LEY born 11 May 1777
Children:

1. Richard Ley HOOPER born 07 Jul 1799 Devonport
2. Catherine HOOPER born 26 Feb 1804 Devonport
3. Robert HOOPER born 16 Mar 1806 Devonport
4. Caroline HOOPER born 27 Dec 1818 Calstock
5. Jane HOOPER born 27 Dec 1818 Calstock
6. Louisa HOOPER born 08 Dec 1822 Calstock
7. Joseph HOOPER born 1826 Calstock

There is a large time period between Robert born in 1806 and Caroline born 1818. There is a definite possibility of more children born in that span but no proof or records.
