I cannot see an answer to this question on the list but the answer is no.
Almost all communes in France have a Mairie. A useful tool can be found at
http://www.quid.fr/latorre/latorre.html and this will give a lot of details
about the place together with the post code. If you find the place listed
at this site it is almost certain to have a Mairie. You will find Bolbec
listed and the post code is 76210.
You will do best to write in French and include 1/2 international response
coupons. I would warn you that you are unlikely to get a reply other than
what is becoming the standard which will inform you that they have been
instructed not to deal with such enquiries which can only be dealt with by
visiting - they will then give the opening hours. I have recently written
to some 40 communes of which only 3/4 have been helpful.
Also bear in mind that until 1792 the registration was carried out by the
local churches. From September 1792 this responsibility passed to the local
Mairie.
I may have told you previously but there is a research file in the name
