First of all, try Juno. It's totally free. Then you wouldn't have to
worry about paying for your e-mail access. As for having a signature line,
I highly doubt that you pay anything extra to get a couple of lines of
ASCII text on the bottom of someone's post. The only time you would have
an even noticeable increase in download time is if someone kept putting
attachments to their e-mails.
I don't think it's realistic for you to think that anyone will crop their
posts just to meet your needs. There are many, many ISPs out there that
will offer you a flat rate per month for unlimited access. There is no
reason you should be paying those exorbitant per minute charges and
expecting others to accommodate you because of it.
Please don't take this incorrectly. I'm just trying to point out that
there are many solutions to your problem that don't involve trying to
unsuccessfully dictate how others should send e-mail.
