I haven't personally come across any but there could possibly be some.
I thought it sounded like an Irish name but "The Penguin Dictionary of
Surnames" describes it as - Mullin(s) "mill(s)" Old French; locality, or
one of the many places Moulin(s) in France. Guppy counted Mullins in
Dorset-Somerset(English Counties). As you see no mention is
made of Ireland which surprises me.

I also have a copy of "The Huguenot Settlements in Ireland" by Grace
Lawless Lee. first published 1936. I searched it for any name that
looked like Mullins or Moulins but could not find any.
