Richard Tallmans' info:

Company C, 16th Iowa Volunteer Infantry:

Tallman, Richard M. J. Age 18. Residence Davenport, nativity New York. Enlisted Jan. 22, 1862. Mustered Jan. 22, 1862. Wounded severely April 6, 1862, Shiloh, Tenn. Missing in action and taken prisoner July 22, 1864, Atlanta, Ga. Discharged Jan. 27, 1865, expiration of term of service.

Davenport is in Scott County.

David Tallman's info:

Company C, 20th Iowa Volunteer Infantry:

Tallman, David. Age 21. Residence Dixon, nativity New York. Enlisted Aug. 6, 1862. Mustered Aug. 22, 1862. Mustered out July 8, 1865, Mobile, Ala.

The town of Dixon is also in Scott County.

I might add that a George Tallman, also born in NY, served with the 20th Iowa as well, but in Company E:

Tallman, George W. Age 24 Residence Hickory Grove, nativity New York. Enlisted Aug. 7, 1862, as Fourth Sergeant. Mustered Aug. 22, 1862. Promoted Third Sergeant Sept. 10, 1862; Second Sergeant Dec. 25, 1862. Discharged for promotion in Colored Infantry, Dec. 4, 1863.

The town of Hickory Grove had been a part of Scott Co. until 1845, then was listed as part of Jackson Co.
