You've probably already been to this site, but if not, do look at the section on Risley County.  Washington Neese is mentioned there.

I would imagine Bell's Mill got it's name from one of the Bells in the area, like Belleville.

My first family member in the area probably dates to about 1849, but most arrived in 1855 (Ferlen family).  The Neese family is quite abundant in the area of Hook's Point/Stratford, so I would imagine you have many "cousins" from these branches.
