I have a 1946 Davenport IA telephone directory.
There are no white pages listings for WHITTENMEYER, either for a residence or a business.
However, the following listings may be of interest:
WITTENMEYER Chas E atty 907 Dav Bk bldg, 2-4151
WITTENMEYER Chas E r 301 Forest rd, 2-2802
I found a reference in a 1999 news item to "the Annie Wittenmeyer Youth Center," and a more recent item mentioned "the Annie Wittenmeyer home," so I think it's likely the correct spelling does not include the "h." I hope that clarification will be helpful to you in your search for information.
Also note that the following news item suggests that at the time the NORMAN child you are researching was born, the home was not yet called the Anna WITTENMEYER home, but was referred to as "the state soldiers' orphans' home."

To Change Name of Iowa Orphan Home
DES MOINES (AP)--The name of the orphan's home at Davenport will be changed under a bill sent to the governor by the Iowa senate.
It provides the state soldiers' orphans' home be called the Iowa Anna Wittenmeyer home in commemoration of the name of the founder.
The 1946 directory also had the following listings for the surname NORMAN:
