If William F. was a member of SAR, then won't their records show the relationship that he proved in order to become a member?
Since William F. was living with his parents in Iowa in 1880, it stands to reason that they may have died in Iowa, possibly in Mitchell county. I would look for Elmer's death record, burial, probate, and possible service in the Civil War to see if I could find mention of his parents' names.
Elmer shows up in the 1900 census index under a different spelling of the first name, which is something to keep in mind (as well as use of "E.W.") when looking for him in various resources:
