I found an article in the Utah newspaper, The Ogden Standard - Examiner,but very little info is given:

Sept. 19, 1938

ONE DEAD IN AUTO PLUNGE
Boise, Sept 19 (AP) -- Coroner J. T. McCann said today he would hold no inquest into the accident Sunday in which Emma Loveland, 23, or Boise drowned after two companions swam to safety.

McCann said the woman drowned when her car plunged into the Boise river. Her brother, Ellsworth Loveland, 21, and James d. Beebe, 18, or Boise, escaped from the submerged car. The woman's body was recovered when the car was pulled from the stream, six hours after the accident.

--- Ellsworth, lodger, 1 8/12 [this gives you an approx. birth month and year], born Oregon, father Oregon, mother Idaho.

I didn't notice it the first time I checked, I find two Emma HANKS, both age 5, in the Malheur County, Oregon, 1920 census:

1920 OR Malheur County, Bonita. January 6 - 14th.

BILYER [spelling?], Larkin A., head, 48, born Nevada, parents U.S., farmer.
--- Lillie. M., 42, born Idaho, father Iowa, mother U.S.
HANKS, Emma, granddaughter, 5, born Oregon, father U.S., mother Oregon.

In 1910 they are in the same county, name looks like Bilyen, birth places are changed. No daughter the right age to be "Nancy" is living with them... so it doesn't looks as though these are the parents of "Nancy".
