If you find something on the Illinois State Archives Databases you can send
a request for a copy to IRAD (Illinois Regional Archives Depository). The
locations of the holdings are by county and addresses of the depositories
are given. It only costs a dollar or 2 any time I've gotten records. They
will also do a search for you if you look at the list of records they hold
and ask them to search a particular one. They are very helpful.

Cost of document + handling fee. Handling fee is for the order, not per
document.
They send you a pdf. So I'm not sure who is handling what for this fee.
Also, google illinois state archives databases for documents.
Many of those docs are on LDS microfilms.
