To add to the confusion about when vital records were recorded by the
state, most of them had provisions for delayed birth certicates for
whatever reason. For example my parents who were born in 1901 & 1907 did
not have birth certificates!! When it was necessary for them to get
their SSNs they had to prove when they were born, hence they obtained
delayed birth certicates. This was in South Dakota, even though my
mother was born in Iowa!!! Also it took a few years for each state to
truly implement the registration. Families, midwives, doctors, etc. had
to be influenced to record the births and deaths. Often there was a fear
of government and the general population resisted. Especially in
immigrant families.
