Subject: Is court house open now to researchers?

I have been to Cairo twice to try to find records of my great great
grandfather's family. Both times I could not get in.........once
because elections were in progress. The next time, it was some other
reason. I am hoping to find perhaps probate records or land records for
him. I have much on what is the larger family, but no parents for him.
Still hoping for some documentation.
Just wondering if the court house is now open to researchers
