Phyllis,
I subscribe to the Images On Line from Ancestry.com, and I do not find a
Zachary Taylor Moore listed in the 1900 census for the Anna State Hospital.
The very lower portion of these sheets are unreadable however, and I could
of missed him, but I would say there is a 90% or beter chance that he was
not in the hospital at this time. The 1920 census is indexed for Union
county and he was not in this census either. Good luck.
