Greetings from Streator,

...from 1886 History, vol. 1, page 810
Marseilles
St. Joseph's Catholic Church was organized Jan. 1, 1881, by the Rev. T.
S. Major. In the same year the Episcopal church was purchased from
Isaac Gage. It was remodeled and refitted and is now a handsome little
church. The society belongs to the Seneca parish. It is now out of
debt and supports a pastor a part of the time. Services are held on
alternate Sundays, by R. J. F. Donovan.

...from vol 1, page 499
Ottawa
...a Father Donovan was an assistant in the 1880's.

According to a history of the Peoria diocese, St. Patrick's in Seneca
was established in 1856. But then, this book list St. Joseph's in
Marseilles as being established in 1838. I really doubt this.

Depending on where they lived, they could have been married at either
church. Or, since they had to go to Ottawa, they might have been
married there.
How much of a difference is there between the date of marriage or
application and the date filed? If they were married in Seneca or
Marseilles, chances are the priest didn't rush right over to file the
marriage. Then again....

Good Luck
Joanie
